-Nepal is a democratic country where sovereignty of the nation is vested on the people. as we know for effective functioning of democracy Nepal has implemented federalism where there are three major organ of the state where function as three tires of government. I.e., legislature executive and judiciary 

legislature is the common House of Representatives where makes me law. it consists of two houses House of Representatives and National Assembly. House of representative consist of 275 members where 165 are elected from direct voting system and 110 are elected from proportional voting system. executive is the Council of Ministers that implement the law formulated by legislature. executive consists of 25 minister along with Prime Minister. 

those bodies adopted check and balance system or it means that they both control and impose power over each other. House of Representatives can run the motion of non-confident against Prime Minister off executive. if the motion of non-confidence is passed by two third member of legislature. the PM needs to be resigned legislature can also run impeachment against president in the case of weak functioning. 

executive can dissolve the legislature and stop its function.  executive can prepare audience which must be passed by House of Representatives. House of Representatives discussed on bill passed to National Assembly and assented by president. After assent, the bill function as law. Thus, the former law is formulated or implemented by executive. 

In such a way, legislature and executive Adapt check and balance system. both organ need to be strong for proper development of nation.
